1997 dodge avenger has no brakes after bleeding @10 times!!!

my hubby and I(helper) changed a front caliper that was stuck, and all brake pads. bled lines, and they would build a little, but when i started the car, the pedal went straight to the floor. We tried @ 10 more times, bleeeding lines, and checking, to see if brake fluid is coming through lines(it is). is it the master cylinder, ABS, what, someone help!!!
