NY City store regulations ?

I want to know if the city will allow me to put small benches with advertisement on them by local Manhattan and Brooklyn stores. The benches would be sitting close to the wall of each store and away from walking traffic, not interfering with pedestrians. If i can does anyone know the article that states the rule ?
