How can I find out my deceased mother's birth parents?

My mother was born 3/4/1965 in Maryland. She was adopted out of either Baltimore or Annapolis. She was raised in Aliquippa, Pa. None of my surviving family seems to know anything. Does anyone know what state agency or somewhere I can call to try to find out my mothers true bloodline?
