How did the British populus agree to the installation of CCTV across the UK?

Surely, you're read 1984. George Orwell presciently described a society so saturated with cameras that everyone was controlled, especially the guy whose camera and screen were installed "wrong." So why did UK citizens ignore this warning and accept fulfillment of Orwell's one secular prophecy? Because the cameras are used to catch criminals, as the TV shows illustrate. Instead of being used to help the government control its citizens, they are regularly used to prevent or prosecute crimes. This makes the citizenry happy, which is a requirement for eventually controlling them.
