Paying the enemy to stop fighting seems to have not worked either in Iraq.?

Listen, nothing is going to work.. well nothing we, the USA, does. That is something Bush refuses to believe or see. The conflict needs to be dealt with by Iraqis, for Iraqis and they know this.
