Is under powering my PC harmful?

It will work for a while but your power supply will burn itself out trying to meet the power demands of your system. You could also experience other hardware issues caused by underpowering the various devices...slower cd/dvd speeds, video lag time increases and possible long load times of graphic intenseive programs.
